Independent pest oversight for jails

Your jail standards ask for a pest policy, a program, or a record. Your pest vendor can't independently check its own work, and a search engine or an extension office can identify a bug but won't write your policy or sign it. What I offer is the independent check, with a signature on file.

1. Independent Pest Oversight

An ongoing engagement in two parts, done entirely remotely. It sits alongside the pest vendor you already have; it does not replace it.

Setup: a written pest and vermin policy

$1,100, one time.

  • A pest and vermin policy written to your facility's own state standard, covering both prevention and response.
  • Mapped to the records an inspector or assessor asks for: vendor service records, grievance-to-work-order closure, waste handling, and health inspection results.
  • A checklist of what your current vendor's visit reports should carry: date, location, finding, action, product and EPA registration number, amount, applicator and license, and follow-up. It is a checklist for the service you already have, not a bid specification.
  • Signed by Trenton S. Frazer, BCE, with a 30-minute review call.

Quarterly oversight

$150 a month.

  • Each quarter, a review of your vendor's service records and your pest grievances against the policy, with a short signed memo for your file.
  • Once a year, or ahead of your state inspection or assessment, a signed letter on where the policy stands.
  • Questions and photo identification between reviews are included. Extended projects are quoted separately.

Written agreement, no minimum term: month-to-month, 30 days' notice, no cancellation fee. Oversight is billed monthly or quarterly, whichever the county prefers.

2. Vermin Grievance File Review

For when something is already open: a pest grievance or claim, a failed inspection, or an incident. It answers one question for one facility: does the file for each pest grievance show that the facility knew, how it responded, whether it checked the result, and how it answered the grievant?

$3,300 for up to 25 grievances.

  • Your pest-related grievances, kites, and sick-call complaints from a set period, usually the last twelve months, each traced through the eight questions a pest grievance file should answer.
  • Each answer matched to a specific record: the grievance response, the work order, the vendor's service record, the inspection report.
  • An interview with the staff who run that loop.
  • A signed written review: which questions each file answers, where the record goes missing, and who owns each fix. Delivered with a debrief and the Grievance-to-Work-Order Loop set up for your units.

An escorted walk of the areas named in the grievances is $550 more, plus travel at cost. It can be engaged by the facility directly or through its counsel.

3. Sessions for associations and risk pools

For sheriffs' associations, jail standards bodies, and county risk pools: a session for jail administrators and staff on what their state's pest standard asks for, and the record that shows it was met, from an inmate's grievance to a closed work order. In person or virtual.

Quality assurance is the job this offer is built on. As Senior Director of Quality Assurance I ran the quality program for a multi-state technician workforce: the written service standards, the field audits that checked them, and the reservice data that showed whether they held. Independent pest oversight is the same work pointed at your vendor: a written standard, the vendor's records checked against it, and a signed result.

I also maintain the Corrections Pest Reference, which quotes the jail pest provisions of 30 states side by side from their primary sources. It is free to use, and what it says does not change based on who is or is not a client.

What none of these include

  • Pest treatment of any kind. The independence is the point.
  • A legal opinion.
  • A certification of compliance. What you get is independent verification: a record that someone with no stake in the treatment has read and signed.

Site visits are available when they are needed and are quoted separately.

A written deliverable to a county may be a public record under its state's open records law. I say so at the outset. Where a claim is pending or expected, the engagement can run through counsel, and the deliverable goes to counsel.
